  2. If you don’t have to use a certain frame rate, the easiest thing to do is just keep Nyquist’s Theorem in mind. To alleviate sampling error, sample at least at 2X the source signal rate. So if you have a 60Hz AC flicker, a frame rate of 120 fps or higher alleviates the flicker. Now this assumes the bulbs themselves do not have a flicker rate independent of the AC frequency.
